For finding information
about U.S. Department of Health and Human Services (HHS) and other
federal grant programs, visit GrantsNet. It was created by the
Department of Health and Human Services Office of Grants
Management (OGM) for finding and exchanging information about HHS
and other Federal grant programs. GrantsNet serves the general
public, the grantee community, and grant-makers (i.e. state and
local governments, educational institutions, non-profit
organizations, and commercial businesses). It provides a variety
of Department-wide grants policies governing the award and
administration of grant activities, publishing these in grants
policy directives, regulations, and/or manuals. It is part of the
much-publicized national movement toward providing government
resources to the general public in a more accessible and

Small Business Innovation
Research (SBIR)
In the SBIR program, 10 federal agencies set aside 2.5% of
their annual outside research budgets for small business R&D
that meets the following requirements:
1) Is in the nation's best interests, or
2)Leads to the development of a vital product that the government
wants to buy.
For fiscal year 1999, over $1 billion is available in SBIR funds.
This money will be distributed through approximately 4,000
different awards to small businesses. The award amount varies
depending on the agency, but it can total more than $850,000. For
